The members of the ZZZS assembly are not the most satisfied with the Minister of Health’s explanations regarding the announced health reform and the role that the ZZZS would play in it. They were somewhat reassured by the minister’s explanation regarding the government’s allegations about the corruption of ZZZS.
The ZZZS assembly discussed the announced health reform, and the Minister of Health also attended the meeting Danijel Bešič Loredan. According to the Prime Minister, the analysis of the health system is Robert Golob showed that the situation is worse than anyone in the country thinks. As he added, health reform can only be comprehensive and must be tackled at the central point, at ZZZS. At the time, the Health Insurance Institute of Slovenia rejected accusations that ZZZS was at the heart of the problem and that it was allegedly hiding some information from the government.
At the meeting, the members of the assembly demanded an answer from the Minister of Health in the introduction, why the reform should be started at ZZZS. He was also accused of giving the impression that debate was not welcome. The minister said that the government does not blame the assembly and the members of the ZZZS for the current situation and that the government’s accusations about the corruption of the ZZZS do not refer to the assembly or the board of directors. At the same time, he emphasized that the institution is responsible for spend wisely. At the session, he highlighted the importance of transparency of the system, with digitization being the key. With this aim in mind, the ministry is also preparing the announced law on the digitization of healthcare.
As the Acting Director General of the Directorate for Digitization in Healthcare pointed out when presenting the draft Alenka Kolar, they mainly want to unify the system. At the same time, they see the greatest difficulty in finding suitable technological personnel, and among the open questions are mainly which medical professionals will have access to the patient’s data, which data and for how long, and what role the patient would play in this.
More explanations regarding the reform were expected from ZZZS
President of the Assembly Dear Delalut was only partially satisfied with the minister’s performance. “I expected that it would already be clear today what the health insurance reform should be,” he said in a statement to the media after the assembly meeting.
The president of the board of ZZZS also assessed that they were left without concrete answers regarding the health reform, which they otherwise welcome. Irena Ilešič Čujovič. Having said that, he believes that the minister was serious when he announced that ZZZS would be actively involved in the preparation of the reform. “That’s the only way we’re going to get some kind of broader social consensus that we need in this country regarding the health care system,” she said.
However, they are therefore more satisfied with the minister’s response regarding the government’s allegations about the corruption of ZZZS, which were also the reason for convening an extraordinary session of the assembly. According to Delalut, they were very surprised by the statements of the prime minister and the ministry after the coalition summit in January, but Bešič Loredan answered clearly enough at the meeting that the corruption of the assembly and the board of directors was not meant.
Two new members of the assembly
At a correspondence session, the government dismissed three members of the ZZZS assembly, representatives of employers in the field of state administration and non-economic public services, namely Helena Ulcar Šumčić, Irena Drmaž and Oskar Salecl. For the remainder of the mandate, until October 25, 2025, she appointed the representative of employers for the field of state administration and non-economic public services Petar Štemberger and Miranda Groff Ferjančič.
